For foreign families planning to settle in Singapore, government schools are becoming an increasingly attractive alternative to international schools. Known for their high academic standards, well-rounded development programs, and significantly lower fees, Singapore’s public education system offers unique advantages. Enrolling a child in a government school not only provides access to world-class education but also offers deep immersion in Singapore’s multicultural environment.
Singapore’s government schools are renowned for their rigorous academic standards, emphasis on character and leadership development, and structured yet supportive learning environment. Beyond academics, they offer children the chance to integrate into a diverse and multicultural society, helping them build real-world resilience and global-mindedness. This level of immersion can be particularly valuable for foreign children hoping to adapt smoothly to life in Singapore, while gaining a competitive edge for future academic and career opportunities.
In this issue, we dive into why more foreign families are considering the government school route. We will cover key areas such as Primary 1 (P1) registration; the first step for children entering Singapore’s government school system; followed by the Admissions Exercise for International Students (AEIS), which allows international students to join local primary and secondary schools. We will also explore the Direct School Admission (DSA) program, which provides an alternative pathway into top schools for students with strengths in specific areas such as academics, sports, or the arts. We will also explore longer-term considerations — including how attending a government school may support applications for permanent residency or even citizenship in the future.

Government School: Primary 1 Registration Exercise
Many parents are drawn to the Primary 1 (P1) Registration Exercise, which allows students to start their education journey in the government Primary schools. Families interested in Primary 1 admission for 2027 (for students who will be 7 years old in 2027) must submit an online indication of interest form, which is available towards the end of May 2026. In October 2026, families will be notified if they have been successfully offered a spot, which is a random selection process, and can then proceed to register with the allocated primary school. During this process, families cannot choose their preferred school. However, they are required to indicate their place of residence at enrolment, which the Ministry of Education (MOE) takes into account when allocating school placements. This annual exercise primarily targets Singapore citizens and permanent residents through a structured and inclusive admissions process. That said, there is a small window in the last phase for international students to apply. Notably, no entrance test is required, making this a rare but accessible opportunity for foreign families seeking government school placements.

Government School: International Student Placement Exam
For students seeking admission to Primary 2 to Primary 5 or Secondary 1 to Secondary 3 in Singapore, the MOE offers the Admissions Exercise for International Students (AEIS). This exam assesses students’ English literacy and mathematics skills to ensure they are adequately prepared for the Singaporean curriculum. To qualify for the primary AEIS mathematics examination in July, applicants must first obtain an acceptable Cambridge English Qualifications (CEQ) score. Primary 2 to 4 applicants are required to take the CEQ A2 test, also known as the Key English Test (KET), while Primary 5 applicants will take the CEQ B1 test, also known as the Preliminary English Test (PET). A2 (Elementary) indicates that a student can understand and communicate in simple, routine tasks, while B1 (Intermediate) suggests a student can handle more complex language, including expressing opinions and understanding straightforward academic material. Successful candidates will commence school in January of the following year.
Additionally, MOE organises the Supplementary AEIS (S-AEIS) each March for students who missed or were unsuccessful in the previous AEIS. The S-AEIS provides admissions for Primary 2 to Primary 4 and Secondary 1 and 2 levels, with successful candidates starting school in June.
For admission to Secondary 1 to 3, both English and Mathematics are assessed in the AEIS and S-AEIS exams. Students do not need to take the CEQ test prior to the Mathematics exam. However, it is worth noting that the Secondary AEIS English test is more challenging than the Primary AEIS, particularly in the writing section, which includes narrative, expository, and argumentative components.
Families should plan ahead by assessing their child’s English proficiency and ensuring adequate preparation, as the AEIS and S-AEIS are held annually.

Why Government School: Singapore’s Exceptional Education System
At the heart of Singapore’s education system is a focus on building a strong foundation in core subjects like Mathematics, English, and Science. The system is designed to instil critical thinking, problem-solving skills, and a deep understanding of key concepts from an early age. Singapore’s education system is not only admired locally, but also recognised internationally for its excellence. Many government schools offer globally recognised curriculums, such as the International Baccalaureate (IB) and the Singapore-Cambridge General Certificate of Education (GCE) ‘Ordinary’ (O) and ‘Advanced’ (A) levels, making it easier for students to transition to universities around the world.
In addition to academic rigour, Singapore emphasises real-world readiness through the Applied Learning Programme (ALP) in primary and secondary schools. The goal of ALP is to help students develop critical skills, creativity, and problem-solving abilities through experiential learning. One notable example is a sustainability-focused ALP, where students take part in activities like upcycling and drone projects.
The Direct School Admission (DSA) pathway in Singapore allows students to secure secondary school placements based on talents in areas like Performing Arts, Sports, Science, Technology, Engineering, and Mathematics (STEM) and Leadership, bypassing the reliance solely on the Primary School Leaving Examination (PSLE) results. Prestigious schools like Raffles Institution offer DSA programs in debate, STEM, and leadership, while the Singapore Sports School nurtures young athletes with top-tier training facilities. The DSA reflects Singapore’s holistic approach to education, emphasizing talent development alongside academic excellence.

Pathway for Permanent Residency (PR)
International students attending government schools in Singapore may apply for Permanent Residency (PR), which provides long-term stability and access to local privileges such as lower tuition fees and enhanced opportunities for further education or career pathways. To qualify, students must have lived in Singapore for at least two years and either pass a national examination (Primary School Leaving Examination (PSLE), GCE O-Level, or GCE A-Level or be enrolled in the Integrated Programme (IP), which leads directly to A-Level or IB qualifications. It is important to note that the PR status will be granted to the student only, not to the entire family. However, the parents may be eligible for a Long-Term Visit Pass (LTVP), which allows them to stay in Singapore for an extended period while the child holds PR status.
Securing PR can also make families eligible for certain public benefits, reduce restrictions on employment, and simplify re-entry into Singapore. Many families see PR as a pathway to integration into Singapore’s vibrant, opportunity-rich society while benefiting from one of the world’s top education systems. Students graduating from government schools are typically more familiar with the Singaporean education system, making the transition to universities like National University of Singapore (NUS) or Nanyang Technological University (NTU) smoother. Government schools follow the Singapore-Cambridge GCE ‘O’ or ‘A’ Level system, which is widely recognised by these universities.

Case Study
We are delighted to share a recent successful case study of a government school admission. Our client approached us in August last year with the goal of enrolling their two children (Grade 2 and 3) in a government primary school. The children, originally from Indonesia, had been studying at Stamford American International School for several years.
Given the timeline of the AEIS examination, the children were only eligible to sit for the S-AEIS Mathematics examination in mid-March this year, which would allow for school entry in mid-June this year. Following an English diagnostic assessment, we identified specific areas where the children required additional support. From our pool of experienced educators — many of whom have years of teaching experience in MOE schools, possess deep familiarity with the local syllabus, and boast a strong track record of helping international students enrol in government schools — we assigned a dedicated teacher to oversee their preparation for both English and Mathematics components.
Over the next three months, the teacher conducted targeted English lessons to prepare them for the CEQ A2 English examination, which they sat for in November. Upon receiving the results in December, both children had achieved the required grade to take the S-AEIS Mathematics examination. Their teacher then continued with structured mathematics lessons, ensuring they were fully equipped and confident for the next stage.
The children sat for the S-AEIS Mathematics exam in mid-March and approached it with confidence. We are pleased to share that they were successfully offered places at Queenstown Primary School and commenced their studies in June this year.
